עמיקל הוא כלי תומך-החלטה לעמילי מכס. הוא מכין, מחשב ומנמק — אך אינו מסווג, אינו מכריע ואינו מגיש הצהרות במקום העמיל. כל פלט של המערכת (סיווג מוצע, חישוב, בדיקה) הוא הצעה הטעונה בדיקה ואישור של המשתמש. ההכרעה המקצועית, האישור והאחריות החוקית נותרים במלואם בידי עמיל המכס.Amikal is a decision-support tool for customs brokers. It prepares, calculates and justifies — but it does not classify, does not decide, and does not file declarations in the broker's stead. Every output of the system (a proposed classification, a calculation, a check) is a suggestion subject to the user's review and approval. The professional judgment, the approval and the legal responsibility remain entirely with the customs broker.

It may not be misused, scraped at abnormal volume, or used in violation of its intellectual-property rights.
